Courts can interfere in the cases of contractual job: SC

<div dir="ltr" style="text-align: left;" trbidi="on"><div id="5211" style="display: block;">                                          <ul style="text-align: justify;"><li><span style="font-size: small;"><span style="font-family: verdana,geneva;">The  Supreme Court today ruled that courts can interfere in the case of   contractual job if the decision taken by the management is arbitrary.</span> </span></li>
</ul><span style="font-size: small;"> </span><ul style="text-align: justify;"><li><span style="font-size: small;"><span style="font-family: verdana,geneva;">A   bench of the apex court, however, said that scope of such judicial   review is not all pervasive. It said a writ Court is entitled to   judicially review the action and determine whether there was any   illegality, perversity, unreasonableness, unfairness or irrationality   that would vitiate the action.</span> </span></li>
</ul><span style="font-size: small;"> </span><ul style="text-align: justify;"><li><span style="font-size: small;"><span style="font-family: verdana,geneva;">The  court passed the order on a  petition filed by Grid Corporation of  Orissa Ltd challenging the Orissa  High Court's order. In its order  Orissa high court asked the grid  corporation to reinstate one of its  employees whose contractual job was  terminated.</span></span></li>

<div dir="ltr" style="text-align: left;" trbidi="on"><div id="5212" style="display: block;">                                          <ul style="text-align: justify;"><li><span style="font-size: small;"><span style="font-family: verdana,geneva;">The  Prime Minister Dr. Manmohan Singh a centrally-sponsored  scheme is in  the offing to provide for professional and financial  support to state  archaeology departments involved in conservation of  historical  monuments. Speaking at the 150th anniversary celebrations of   Archaeological Survey of India, ASI, in New Delhi, Dr. Singh noted that a   significant part of heritage conservation is outside the purview of   this body and entrusted to the state archaeology departments.</span> </span></li>
</ul><span style="font-size: small;"> </span><ul style="text-align: justify;"><li><span style="font-size: small;"><span style="font-family: verdana,geneva;">He   asked the Ministry of Culture and ASI to finalise a scheme which   entrusts greater responsibility to state archaeology departments,   universities and research institutes in restoration and conservation of   India's heritage.</span></span></li>

Citizens' Right to Grievance Redressal Bill introduced in LS

<div dir="ltr" style="text-align: left;" trbidi="on"><div id="5213" style="display: block;">                                          <ul style="text-align: justify;"><li><span style="font-size: small;"><span style="font-family: verdana,geneva;">The  Government  introduced a Bill in the Lok Sabha that seeks a  time-bound  redressal of citizen's complaints. The Bill is intended to  curb  corruption among government offices.</span> </span></li>
</ul><span style="font-size: small;"> </span><ul style="text-align: justify;"><li><span style="font-size: small;"><span style="font-family: verdana,geneva;">The  Citizens Right to  Grievance Redress Bill, 2011, introduced in the House  by the Minister of  State in the Prime Minister's Office, Mr V  Narayanasamy, outlines the  responsibilities of the government  departments towards citizens - and  how someone who is denied the  service can take action. The Bill will  pave the way for setting up of a  central public grievances redressal  commission and a commission on  similar lines in the states.</span> </span></li>
</ul><span style="font-size: small;"> </span><ul style="text-align: justify;"><li><span style="font-size: small;"><span style="font-family: verdana,geneva;">According   to the statement of objectives of the Bill, every public authority or   government department has to publish a citizen's charter listing all  the  services that the department has to render along with timelines. It   also provides for a grievance redressal mechanism for non-compliance  of  citizen's charter. It also provides for a designated officer, who is  not  from the department against which the complaint has been filed.  Every  public authority will appoint or designate Grievance Redress  Officers  whose contact information will be clearly shared with the  public.</span> </span></li>
</ul><span style="font-size: small;"> </span><ul style="text-align: justify;"><li><span style="font-size: small;"><span style="font-family: verdana,geneva;">The   Grievance Redress Officer will provide the public with all necessary   assistance in filing complaints. Within two days of the complaint being   registered, the citizen who has filed a complaint will receive the   response through short messages or e-mail. A unique complaint number   will be set up along with a time frame within which the complaint will   be handled. The time frame cannot exceed 30 days from date of the   complaint received. Our correspondent reports that if citizens are   unhappy with the decision of the Central or State Commissions, they can   appeal to the Lokayukta or Lokpal.</span></span></li>

NRAI sends Bindra's name for Bharat Ratna

<div dir="ltr" style="text-align: left;" trbidi="on"><div id="5217" style="display: block;">                                          <ul style="text-align: justify;"><li><span style="font-size: small;"><span style="font-family: verdana,geneva;">Beijing  Olympic Games gold-medallist in 10m air rifle, Abhinav Bindra, was on  Monday recommended for the Bharat Ratna, the country's highest civilian  award, by the National Rifle Association of India (NRAI).</span></span></li>
</ul><ul style="text-align: justify;"><li><span style="font-size: small;"><span style="font-family: verdana,geneva;">Bindra  had made his maiden appearance at the Sydney Olympic Games in 2000,  where he finished 11th. At the 2004 Athens Olympic Games, he gave an  outstanding account in the preliminary round, but had to be content with  seventh spot in the finals. He, however, hit bullseye eye at the  Beijing Games.</span></span></li>
</ul><ul style="text-align: justify;"><li><span style="font-size: small;"><span style="font-family: verdana,geneva;">He was also crowned champion in the Zagreb edition of the World Championships in 2006.</span></span></li>
</ul><ul style="text-align: justify;"><li><span style="font-size: small;"><span style="font-family: verdana,geneva;">Bindra  was bestowed with the Arjuna Award in 2000 and the following year was  awarded the Rajiv Gandhi Khel Ratna, the highest award in the field of  sports. Ever since the government amended the Bharat Ratna eligibility  criteria, the names of sporting luminaries - past and present -  including Sachin Tendulkar and the late Dhyan Chand have cropped up.</span></span></li>
