<div dir="ltr" style="text-align: left;" trbidi="on"><ul><li style="text-align: justify;"> The Supreme Court has said that the government cannot compulsorily acquire private properties by casually invoking the urgency clause unless there was a genuine need which cannot brook any delay.  
 
 </li>
<li style="text-align: justify;"> A bench of justices G S Singhvi and S J Mukhopadhaya said if the State failed to give a fair hearing to the land owners and invoke the urgency clause without proper justification it would be deprivation of the citizen's fundamental right guaranteed under the Constitution. 
 
 </li>
<li style="text-align: justify;"> The apex court passed the judgement while quashing the Delhi government's acquisition of private lands of some persons at Mandoli village for establishing an electric sub-station by Delhi Transco Limited.

Preventive Detention without justifiable reasons against basic rights

<div dir="ltr" style="text-align: left;" trbidi="on"><ul><li style="text-align: justify;"> The Supreme Court has said that a person cannot be detained under the preventive detention law like the National Security Act (NSA) without justifiable reasons as otherwise it would impinge upon the individual’s Constitutional Right to Personal Liberty.  
 
 </li>
<li style="text-align: justify;"> The apex court said that the State Government has been granted the power to curb such rights under criminal laws as also under the laws of preventive detention, which, therefore, are required to be exercised with due caution as well as upon a proper appreciation of the facts as to whether such acts are in any way prejudicial to the interest and the security of the State and its citizens, or seek to disturb public law and order, warranting the issuance of such an order. 
 
 </li>
<li style="text-align: justify;"> A three-judge bench of justices Altamas Kabir, S S Nijjar and J Chelameshwar passed the ruling while quashing the detention under NSA of a person who is an alleged member of Manipur's banned organisation.

Set up complaint centres in 45 days, TRAI to Telcos

<div dir="ltr" style="text-align: left;" trbidi="on"><ul><li style="text-align: justify;"> Telecom firms will have to set up complaint centres and web-based monitoring systems for their customers within 45 days as per the new consumer grievance redressal guidelines.   
 
 </li>
<li style="text-align: justify;"> This was announced by the Telecom Regulatory Authority of India (TRAI). 
 
 </li>
<li style="text-align: justify;"> The new rules come into force with immediate effect.     
 
 </li>
<li style="text-align: justify;"> Announcing Telecom Consumers Complaint Redressal Regulations, 2012, TRAI said that these regulations will apply to all service providers, including BSNL, MTNL and others providing basic telephone service, unified access services, cellular mobile telephone service and Internet service.   
 
 </li>
<li style="text-align: justify;"> It said that within 45 days from the date of commencement of these regulations, telecom companies will have to establish a complaint centre and establish a general information number for providing information to consumers.

<li style="text-align: justify;"> Karzai decided the transfer should be made after hearing a report on the prison from the Constitutional Oversight Commission that “details many cases of violations of the Afghan Constitution and other applicable laws of the country, the relevant international conventions and human rights.

<li style="text-align: justify;"> The detention center is located in the Bagram Air Base, 30 miles (48 kilometers) north of the capital of Kabul. <li style="text-align: justify;"> The bank set a cut-off price of 97.53 rupees at the auction of the 7.83 percent 2018 bonds, yielding 8.3406 percent. The cut-off yield was lower than a forecast of 8.3575 percent yield . 
 
 
 
 </li>
<li style="text-align: justify;"> The cut-off price for the 8.79 percent 2021 bonds was 103.01 rupees, yielding 8.3324 percent, lower than 8.3524 percent forecast in the poll.          
 
 
 </li>
<li style="text-align: justify;"> For the 8.28 percent 2032 bonds, a cut-off price of 96.40 rupees for a yield of 8.6596 percent was set, higher than the poll forecast of 8.6487 percent.</li>

Work on the proposed Rs 78,000-crore nano city has now started, and the first occupant may move in by March.

<li style="text-align: justify;"> By the time the first phase is completed in three-and-a-half years, this special economic zone (SEZ) would have tried out, on a small scale, some contemporary urban design ideas.

<li style="text-align: justify;"> GIFT would have a command and control centre to monitor the IT infrastructure and respond quickly during emergencies (a fire anywhere, for example, will trigger an automatic response). The city will use the energy-efficient district cooling system instead of air-conditioning. Banks to operate one-man branch in rural areas

<div dir="ltr" style="text-align: left;" trbidi="on"><ul><li style="text-align: justify;"> The finance ministry will treat a bank representative offering basic services in villages using a Net-enabled laptop as a branch, widening the reach of the government's financial inclusion plan and doing away with the need to spend on infrastructure.  
 
 </li>
<li style="text-align: justify;"> The ministry directive comes at a time when banks have raised questions about the viability of setting up brick-and-mortar branches in rural areas. At present, only about 5% of India's 6 lakh villages have bank branches. There are 296 under-banked districts in states with below-par banking services. Under the financial inclusion plan, the government aims to provide banking services to 73,000 villages, each having population of 2,000 during the next three months.  
 
 </li>
<li style="text-align: justify;"> "The purpose is to minimise the cost of financial inclusion and see that the cost has a relationship to the growth in business. 
 
 </li>
<li style="text-align: justify;"> The representative, or "business correspondent", will work from this "ultra small branch", which will be of the size of a 100-200-sq-ft room. The correspondent, who will be appointed by the bank, will deal with all cash transactions and other routine work in that area. Abank officer will visit this ultra small branch once a week and connect this business correspondent to the banks' core banking solution (CBS) through a secured network enabling data access and transfer between the small branch and the bank.

<div dir="ltr" style="text-align: left;" trbidi="on"><div id="5530" style="display: block;"> <ul style="text-align: justify;"><li> Most  recent discovery doesn't come from NASA's Kepler space telescope team or any other space telescope, it comes from a ground-based telescope system maintained by the Harvard-Smithsonian Center for Astrophysics. 
 
 </li>
<li> The Hungarian-made Automated Telescope Network (HATNet) Project consists of six small (11-cm diameter), wide-field automated telescopes based at the Fred Lawrence Whipple Observatory in Arizona and The Submillimeter Array atop Mauna Kea, Hawaii. 
 
 </li>
<li> Follow-up observations were made by Keck Observatory (also on Mauna Kea), the KeplerCam CCD camera (at FLWO) and Faulkes Telescope North at Haleakala Observatory in Hawaii. 
 
 </li>
<li> The HATNet telescopes were established in 2003, and the system announced their first exoplanet discovery in 2006 (called HAT-P-1b). Now they have another four exoplanets, orbiting four different stars, to add to their growing list. 
 
 </li>
<li> HAT-P-34b, HAT-P-35b, HAT-P-36b and HAT-P-37b have very tight orbits around their stars, completing a "year" in only 5.5-, 3.6-, 1.3- and 2.8-days respectively. Remember, the Earth orbits the sun every 365 days.
